Is the Rock Band Ion drum set a good beginner electronic drum set?

Now, I know it can be used for Rock Band as well, but is it decent for an electronic drum set for a beginner? It has to be electronic so acoustics are out of the question and the price has to be around 300 dollars.Is the Rock Band Ion drum set a good beginner electronic drum set?

Yeah it's ideal for a beginner, so is the Guitar Hero set, and also good to practice on without annoying the neighbors.
